The PP-91 Kedr (An acronym for Konstruktsiya Yevgeniya Dragunova, Russian: Конструкция Евгения Драгунова, lit. "Design by Yevgeniy Dragunov", and also literally meaning "Cedar" in Russian) is a Russian select-fire submachine gun. Although it was initially designed in 1969-1972 by Yevgeny Dragunov (as the PP-71), it wasn't issued then as it was intended to replace them with AKS-74U, which it failed to. The project was "rediscovered" in 1991 by order of the USSR Ministry of Internal Affairs (with the introduction of a number of changes, primarily the transfer of loading the magazine from the pistol grip to a more "traditional" position in front of the trigger group), with the start of first production in 1992 and mass production since 1993.

Variants of the Kedr include the improved PP-9 Klin, the suppressed PP-91-01 Kedr-B, and the non-lethal PDT-9T "Yesaul" and "Yesaul-3" (full-auto "Yesaul-2" variant was not introduced due to restrictions of Russian legislation).
