Yes, theyre Czechoslovak troops hence the round logo on the tracked vehicle. As for the rifles, this was the 80s when movie armourers finally got thier hands of AKM's so i guess they were desparate to finally use them for the screen appearence. Or the armourers were under the wrong impression that Czechoslovak Troops use AK's?.

Kamran Shah (Art Malik), Bond and Kara's Mujahideen friend, wields an AKM during the battle with the Soviets. Kara Milovy (Maryam D'Abo) grabs Kamran's AKM to go off and help Bond.

Walther PPK

He most notably uses it to intimidate and, later, "assassinate" Gen. Pushkin in Tangier. It appears to be the same brown-gripped PPK as he uses in License to Kill.
