Isn't Deadshot just a Batman villain? Why is he in a Green Arrow series?

He was originally a Batman villain, but since then he has expanded and has appeared all across the DCU. He is probably best known now for the Suicide Squad and Secret Six comics, which are stand alone and are not tied to any other comic in particular, just a bunch of villains/anti-heroes doing their own morally ambiguous thing.
