Zero Tolerance (1999).

Zero Tolerance is a Swedish action-thriller, starring Jakob Eklund as Sergeant Johan Falk of the Gothenburg police, former member of the Swedish special forces. Johan Falk saves a little girl on Christmas Eve, and becomes a local hero. He is then drawn into a stream of events by a local gangster, where he becomes the accused himself.
