The Norinco Type 86 is a Chinese-manufactured bullpup version of the AK-47. It was exported for civilian use and it was sold worldwide, however the Stockton Schoolyard shooting of 1989 prompted the ATF to re-interpret existing regulations of "sporting arms" and redefined most 'assault weapon style' firearms as unsuitable for sporting purposes. The Type 86S was banned from import in 1989, under the administration of George Herbert Walker Bush, and later, in 1994, when the Chinese offered a redesigned firearm to comply with the import ban, then President Clinton brokered a trade agreement with China to prohibit them from selling 'military style' weapons to the American Civilian shooter market.
