well according to Romero in the voice over narrative the whole scene was something of an improv and almost landed on the cutting room floor. But they decided to leave it in at the last minute. From what I gathered from the voice over it was showing how the survivors were starting to crack up even with all the goodies in the mall. Fran has gone all out with the make up and "stuff" but isn't secure and still needs a gun. Twenty years ago when I was a college student I would have been able to explain the deeper meaning to the whole scene. I have no doubt.
