Firearms

SIG-Sauer P226

Used by all of the prison guards and U.S. Marshals. The convicts use several P226s captured from the guards.

Remington 870 or Mossberg 500

Carried by prison guards

M16A2

Used by prisoners and National Guardsmen.

They were most likely M16A1s with A2 style handguards as they were firing full auto. They could also be A3s but it is unlikely. I don't own the movie but if I ever buy it, I'll screencap this.
There's a mix of M16s with A2 receivers (including the one used by Cyrus), A1 receivers, and the Model 715 ("Diemaco"-style) receivers (which means, A1 sight, but brass deflector, like on an A2). I don't own this movie, but I've seen it on TV so many times that after a while, I noticed. -MT2008
Yeah, my guess was they were A3s since they were firing full-auto but your way makes more sense. I rented and screencapped it, so I'll have it on here soon.

P.S. I think Cyrus is using a P220, not a P226. Was the 226 even around then?

Skorpion SA

Used by a cartel member.

Glock 17

Used by U.S Marshal Vince Larkin.
