GE M134 Minigun

Whenever the guns are selected as opposed to the missiles in the film, close ups are seen of GE M134 Miniguns used for the insert shot as a stand in for the M61 Vulcan as there were no blank fire Vulcan Cannons in the film industry at that time. In reality, the F-14 Tomcats would be using M61 Vulcan 20mm cannons, and even though both jets are seen using the same guns, the Russian MiG 28 would not be using the same guns. In reality, doesn't exist any MiG 28: actually, Mikoyan Gurevich has called her models only with odd numbers (For example MiG 25, 29 or 31).

The M61 Vulcan cannons on the F-14 are internal, you shouldn't be seeing them fire other than a muzzle flash from the cannon port on the left side of the fuselage far below the cockpit.
