It looks like an M4 with a KAC free-float RAS and Modular Rail Extension. They were made in the early 2000s on request by the Navy SEALs who wanted more rail space on their M4s. Talk about a blast from the past. Best pic of one I could find that wasn't someone's personal AR posted on AR15.com.
