Akira (1988)

Akira is a 1988 anime movie adapted from roughly the first half of a telephone directory-sized comic series by Katsuhiro Otomo, who also directed the movie itself. It is set in the year 2019 in an extremely 80s cyberpunk dystopia, the Japanese city of Neo-Tokyo, a megalopolis created following the mysterious destruction of the original Tokyo in 1988, an event that lead to a third world war. The sprawling city that rose from the ashes is beset by government corruption and political protests, and at night is practically a war zone between rival biker gangs.

One of these gangs, the Capsules, count among their members a hotheaded young man named Kaneda and his quiet friend Tetsuo. Following a battle with their arch-rivals the Clowns, Tetsuo is involved in an accident which awakens telekinetic powers, and involves both him and Kaneda in the government's schemes. As the situation grows in severity, it becomes clear that the government is meddling with forces that no human can control, all tied to an enigmatic person or force known as "Akira" which has some kind of link to the destruction of the original Tokyo 31 years before.

"ARASAKA HLR-12X"

Although not really a launcher, particle-acceleration cannons called the "ARASAKA HLR-12X" are used by the army and Kaneda in the final battle against Tetsuo. The "projectile" of these particle-acceleration cannons are really an overpowered laser, shown as being able to cut through tissue and metal objects cleanly and easily - they also tend to go right through their target and hit things behind them. However, these massive super weapons do little damage to Tetsuo's accelerated form.
