He's talking specifically about the never-adopted STANAG 4179 (which would have specifically standardised the M16 30-round magazine in NATO weapons), you're talking about the magazine standards which evolved out of that STANAG and instead standardised the dimensions of the M16 magwell in a lot of NATO weapons. ''Strictly'' I don't think there was ever a STANAG document regarding 5.56mm magwell dimensions, which is why the G36 and earlier FAMAS iterations aren't compatible with M16-style magazines even though Germany and France are part of NATO.
