The hero guns had actual small CD's inside that would spin. I don't have any idea what the concept was beyond the gun being able to record video. I think the round bit under the muzzle is supposed to be a camera.

The "Tec-9's" that are used by the vampire paramedics in this film are actually AP-9's you can tell by the barrel shrouding, the circular foresight, and the magazine well cover is at about a 45 degree angle.
