These aren't M4A1s; they're some type of M16A2 carbine variant (probably the Model 725) with chopped barrels and fake XM177-style flash suppressors installed.  On IMFDB, we tend to call those "XM177 mock-ups"; they've been seen in several other movies and TV shows (such as The Rock and Seven Days, among others). -MT2008 17:13, 26 October 2009 (UTC)

The MP5s
Bill,
This is an MP5A3 with an Aimpoint sight and a tri-rail RAS forearm.  Interestingly, it has an M16-style pistol grip fitted to the under-barrel rail.  I can't tell for sure, but in the first picture, it looks to me as though it's got a 15-round magazine (which almost nobody uses anymore in real life). -MT2008 14:19, 3 December 2009 (UTC)

This is not a 590 Cruiser.  It's a 500 Mariner with a pistol grip.  I own one that looks just like it (you can see a picture of my Mossberg on my profile, though I didn't have the pistol grip on it at the time I took the photo). -MT2008 23:12, 4 December 2009 (UTC)

One of Ira Gaines' men carrying an M16A2 Rifle.

This is not an M16A2; it lacks the A2-style rear sight and brass deflector. It's actually an M16A1 with M16A2 hand guards.

Jack Bauer watches the chopper carrying Victor Drazen descends, holding an M4A1 Carbine.

Mossberg

Jack hears the bolts lock shut, securing Wald in his safe-room, Mossberg 590 Cruiser in hand.
