	This isn't an M4A1 Block II (M4A1 + DD RIS II FSP rail). The Daniel Defense RIS II variant handguards attaches to the receiver with the DD "bolt-up" system, whereas the handguard on that rifle attaches via delta ring. 	It looks like an M4 with a KAC free-float RAS and Modular Rail Extension. They were made in the early 2000s on request by the Navy SEALs who wanted more rail space on their M4s.
