He uses the shotgun to kill a death row inmate being transported in order to get another inmate with knowledge about the kidnapped girl to trust him. If you watch closely you'll notice Scott work the action twice. It is my belief that this is not an editing goof, but rather Scott making sure the shotgun is empty so that it will fall on an empty chamber when he pulls the trigger on the inmate he is trying to manipulate. But if you watch closely, after he dry fires on the informed inmate, it looks like a shell comes out of the ejection port.
