The same Ranger is alive as well in "Kill Bill"
I´d say, these movies haven´t been made in the chronologicalm order. You know, like "Star Wars". But that´s just a wild guess.

Earl McGraw, the Ranger, was a character created by Quentin Tarantinofor the movie, but he and Robert Rodriguez liked the character so much that they allowed each other to use him in their movies if they wish.
From there they have used him in their movies. It has been mentioned there is chronological storyline in his appearances, but neither Tarantino or Rodriguez have ever certified it.
